Q-JCC: CARIBBEAN PIRATES
The Joint Crisis Committee at BILSEM-MUN 2026 places delegates in two parallel cabinets whose decisions, made independently and often in ignorance of one another, together drive the trajectory of a single unfolding scenario. Each room operates with its own portfolio assignments, its own confidential directives, and its own access to the crisis staff — yet the actions of one cabinet ripple immediately into the operating reality of the other.
The format rewards delegates who can think in two timeframes at once: the immediate, where personal portfolio powers and short-form directives are exercised in rapid succession, and the structural, where the cabinet’s collective communiqués reshape the strategic environment. Strong delegates will balance ambition with discretion, recognise the limits of their own information, and understand that the most decisive moves are often the ones made before the other room realises a move was available.
